Normally, if he's really interested, he would be jumping at every opportunity to be with you. Because he isn't...I'd say you should look elsewhere.

Maybe he likes you as well. You may need to get him to open up to you. Talking to someone you like face to face is really hard, you end up getting all flustered, and you start jumbling your words. Try a walk on the beach, or at a park. One on one is a good way to open up with each other.
Are you sure he's available? sounds like he's got someone in his life, and can hide it while txting?
