MRT cards are not temporary they are issued until they are not accepted anymore. you recharge it when your balance is low, min $10S at a time. It costs $15S to start, with the deposit and card cost off leaving you around $7 to $10. If you have leftover amounts then give it to someone or keep it in case you ever go back to Singapore.
